Answer:
POSSIBLE REASON:

This error message generally appears when the E-Notebook is not able to reference ENFramework9.DLL.
You can try manually registering (A) the ENFramework9.dll or repair E-Notebook installation (B).

SOLUTION A.

To register the DLL:
1. Close E-Notebook application.
2. As Windows administrator on that machine, navigate to Start -> Run.
3. Type in:

regsvr32 “C:\Program Files\CambridgeSoft\E-Notebook 9.0\DLLs\ENFramework9.dll”

4. Click OK or press Enter.

IMPORTANT: Make sure you have received a confirmation:

---------------------------
RegSvr32
---------------------------
DllRegisterServer in C:\Program Files\CambridgeSoft\E-Notebook 9.0\DLLs\ENFramework9.dll succeeded.
---------------------------
OK
---------------------------

SOLUTION B:

1. As Windows administrator on that machine, navigate to Start -> Settings -> Control Panel -> Add/Remove Programs -> CambridgeSoft E-Notebook Client 9.0
2. Choose Change
3. Click Next
4. Choose Repair and Click Next
5. Click Install
6. Click Finish

One of our users encountered this error while signing in E-Notebook 9.0.127:
"Sorry, an error occurred while connecting to the central database (while setting up connection to business tier: ActiveX component can't create object)."

He can sign in to the application using his colleague's PC. All other users have no trouble signing in. I believe this is a local PC issue. Most likely it's related to VBScript. How to resolve this issue?
