The recently released patch 11.0.3.51-21.X contains the fix for this Ancillary data issue.

File stored in the 'Ancillary Data' section cannot be Exported (Export option is grayed out).

Files stored in the 'Ancillary Data' section cannot be exported if a file is imported into an 'Ancillary Data' section before saving the section after the creation of the section.
Workaround:
Save the 'Ancillary Data' section after creation of the section and before importing any file.

Affected Systems:
ELN 11.0.3 patched with any officially released patch (12.15 to 16.3). ELN 11.0.3 without any patch does not have this problem.

Note: Not all ELN(with same version and patch as mentioned above) are affected by this. The cause of this is being investigated. Once the cause is identified the post will be updated.
